Chilly dogs: Law could bring pets out of the cold

Current state laws regarding pets being out in the cold are minimal, stating that as long as the pet is in good health and has some kind of shelter (ie a dog house), they can be tied up outdoors in any kind of weather.
House Bill 94 would require pet owners to bring animals inside in the case of extreme weather conditions.
