‘Wasted’ Franklin County emergency director resigns

The director of The Franklin County Emergency Management and Homeland Security Agency resigned following being placed on paid leave for the past three weeks.
Fellow employees described Mike Pannell as “wasted” on the job, and they said he “reeked of alcohol.”
Allegations of unprofessionalism and mistreatment from his employees surfaced as well, who say that he detracted from the workplace environment.
Pannell has denied the accusations, and he says he resigned to deal with personal health issues, including a broken foot.
