How ’bout that: Franklin one of few counties to bounce back

Out of the 3,069 counties in the country, only 214 of them have fully bounced back from the Great Recession that ended midway through 2009, according to a National Association of Counties report. And looky there: Franklin County is in that 7 percentile.
