Info released of deputy who shot and killed 16yo in courthouse
Update: Today, deputy who shot and killed a 16-year-old boy inside the courthouse last week had the opportunity to return to work after being placed on paid leave. NBC4i reports Richard Scarborough is a tenured deputy with the Franklin County Sheriff’s Office and has been with them since 2009. In 2016 Scarborough received the Chief’s Award of Excellence and has received high marks on yearly performance reviews specifically dealing with demanding situations.
Last Wednesday, Scarborough was involved in a scuffle in the courthouse that turned deadly. A 16-year-old boy was at the courthouse for a hearing when an altercation between he, his family, and Scarborough broke out. Scarborough was knocked to the ground and then fired one shot which killed the teen.
01/17/2018: A 16-year-old boy is dead after being shot during an altercation with a Franklin County deputy yesterday at the courthouse. The victim’s name is Joseph Haynes.
“At some point, as the hearing was concluding, there was an altercation involving the deputy and some of the family members,” Franklin County Sheriff’s Office Investigations Chief Rick Minerd said, per The Dispatch. “And what we have learned was the deputy was knocked to the ground as part of that altercation where he came under attack … one shot was fired.”
It happened on the fifth floor where judges hear cases. Hayes was at the courthouse for a hearing involving improper use of a firearm and also some discussion about an electronic monitoring device.
Hayes was shot in the abdomen and taken to Grant Hospital where he was pronounced dead. The deputy involved was taken to Riverside Hospital with non-life threatening injuries.
