No indictment after Sheriff’s Deputy shoots, kills teen

A Franklin County Sheriff’s Deputy who shot and killed a teenager outside a courtroom will not be indicted.

A grand jury determined that Deputy Richard Scarborough use of deadly force against 16-year-old Joseph Haynes was reasonable under the law.

Back in January 2018, Haynes was at the courthouse for a hearing when an altercation between he, his family, and Scarborough broke out.

Scarborough was knocked to the ground and his gun went off in his holster, shooting Haynes in the stomach and eventually killing him.

WOSU reports the altercation began when Haynes’ mother attempted to remove her son from the courtroom and Scarborough grabbed ahold of her.

Haynes’ aunt Rianne Dotson told WOSU Haynes laid his hand on Scarborough’s shoulder and asked him to let go of his mother in response.

However, Keith Ferrell of Fraternal Order of Police described the event from Scarborough’s perspective as “a fight for his life.”

Scarborough is a tenured deputy with the Franklin County Sheriff’s Office and has been with them since 2009.

In 2016 Scarborough received the Chief’s Award of Excellence and has received high marks on yearly performance reviews, specifically dealing with demanding situations.
