Puppy mill law could see changes

What is known as the “Puppy Mill Law” could be weakened by changes made in House Bill 490. Many topics are covered on the bill, but animal advocates are dismayed that part of it would weaken the puppy mill law that has only been in effect for 11 months. It would reduce the bonding requirement by more than half and would no longer require criminal background checks for large volume dog breeders, the Dispatch reported.
