Mom AND toddler overdose, flown to Columbus for treatment

On Wednesday morning a panicked citizen reported to a Portsmouth Police Officer Taylor Culbertson that a young child was unresponsive due to an apparent drug overdose. Culbertson arrived on the scene as a vehicle containing the young girl and her father, Jason Bolden, sped away, heading for the nearest emergency room.

The toddlers mother, Brandy Estep, was found inside the family apartment unresponsive from an apparent heroin overdose. Direct toxicology reports are still pending, however both the 18-month-old child and Estep were administered Narcan, the opioid blocking drug, and partially revived.

The child was flown to Nationwide Children’s Hospital in Columbus, where she arrived in serious condition. She is expected to make a recovery, and will be released to child protective services.

Both Estep and Bolden are currently charged with one count of child endangering, though the case remains under investigation and additional charges are likely.
