Police: Local man kidnaps woman, gets arrested, escapes from cops, kidnaps woman again, and still on the loose

A situation that sounds like something only out of a movie is happening right here in central Ohio, and it’s making its way around headlines nationally.

The U.S. Marshals and Grove City Police are on a manhunt for a wanted felon who has been accused of kidnapping the same woman twice after escaping police custody.

On June 13 of this year, a woman said Quinntel Bagley surprised her at her home and forced her into his car. The woman was able to escape, and was located at a gas station three hours later.

Bagley was then found and arrested. But it doesn’t stop there.

When Bagley was escorted in a Grove City Police cruiser to receive treatment for his injuries over at Fairfield Medical Center, he escaped the officers and ran into the nearby woods, never to be found again. Two Grove City police officers, Brian Strawser and Carrie Rose, were issued a five-day suspension for failing to escort Bagley. Lieutenant Jason Stern said in a release, “Neither officer has a history of similar disciplinary events or failed subject control incidents. This violation was significant, which prompted the recommended discipline to start at a suspension level.”

The exact same day of his escape, Grove City Police said that Bagley then broke into a home at knifepoint and stole the person’s Hyundai car (which was later found off Hamilton Road.)

On Friday, August 2, around 6:00 am, a Grove City woman reported that she was kidnapped from her home and driven to the West Side of Columbus, said a press release shared by Grove City Police. And, in a surprising turn of events, it was the exact same woman he kidnapped on June 13. 

The woman was able to escape unharmed. She reported to police that he was wearing dark clothing and a mask. 

Bagley has a history of kidnapping women – he previously served 10 years in prison after kidnapping another female, pleading guilty in 2012 to kidnapping, as well as felonious assault, per court records. As part of his plea agreement, three counts of rape, two counts of felonious assault, and one count of kidnapping were dropped.

Bagley, 38, is now also wanted for aggravated burglary, aggravated robbery, parole violation for kidnapping, and for failing to register as a sex offender. 

Grove City Police are offering a $5,000 reward for Bagley’s whereabouts, and the U.S. Marshals are also offering up to a $5,000 reward for any information leading up to his arrest. Anyone who sees Bagley is asked to please call 911 or 614-469-5540. The Division is warning that Bagley should be considered armed and dangerous.

Police have been patrolling the neighborhood and home that the victim has now been kidnapped from twice.
