Special investigation reveals Franklin Township fiscal officer overpaid self more than $9,000

A special investigation conducted by the Ohio Auditor’s Office revealed that a Franklin Township assistant fiscal officer improperly paid herself more than $9,000.

 According to a press release issued by the Auditor’s Office, Franklin Township Assistant Fiscal Office Robyn Watkins had unrestricted access to payroll, and paid personal accounts $9,171 in compensatory time between January of 2018 and June of 2021.

Investigators found that the amount of compensatory time she paid herself for did not agree with the time cards she submitted.

“Due to a lack of monitoring by the (Township Board of Trustees) and fiscal officer over compensatory time earned and related payouts, as well as the unrestricted access Ms. Watkins had to the payroll system, this led to Ms. Watkins receiving payment for compensatory time she did not earn,” the auditor’s office special investigations unit said in a press release.

The full audit is available online here. The investigation did not find enough evidence to recommend criminal charges against Watkins.
